The Catch of the Hats

What's up with the hats? Shall I question the cats? Purring atop the Judge's rack In a revolving 'splurpcious' notch What a 'pumpkinslendid' sight Evergreen as the garden Boisterous as the clouds Its points figure out the centre Up the 16th and the 17th watch What's up with the hats? Will the cats purr it out? Top hats float like swirling dust Atop the purring cats Catchy as the Judge's tasks 'Sprinkly prickity sprankly' Inarguably top notch Hey purring cats! Specifically What's the catch of the hats?
